2Whereas, in the United States, the power to govern is given by the people
3through the process of democratic elections. It is by this process that our government
4obtains legitimacy; and

5Whereas, we have three branches of government, and the legislative branch,
6consisting of duly elected representatives of the people, is the branch charged with
7the power to write the laws. It is through this process that our government maintains
8legitimacy; and

9Whereas, when the executive branch or administrative agencies charged with
10enforcing the laws instead choose to step outside of the law, or go beyond the law, or
11stretch the law to something other than what is written, the legitimacy of the
12government begins to erode; and

13Whereas, the 2020 election and the recount of the results of the presidential
14election have brought to light a number of areas in which the letter of the law is not

1being followed. Those circumstances of departure from the letter of the law include,
2but are not limited to, the following:

31. Clerks provided absentee ballots to electors without applications, as
4required by Wis. Stat. § 6.86.

52. Clerks and deputy clerks authorized by the municipal clerk failed to write
6on the official ballot, in the space for official endorsement, the clerk's initials and
7official title, as required by Wis. Stat. § 6.87 (1).

83. Clerks issued absentee ballots to electors who were required to enclose a copy
9of proof of identification or an authorized substitute document, but who failed to do
10so under Wis. Stat. § 6.87 (1).

114. Clerks failed to enter initials on ballot envelopes indicating whether the
12elector is exempt from providing proof of identification, as required by Wis. Stat. §
136.87 (2).

145. Clerks in Milwaukee and Dane Counties declared electors in their counties
15to be “indefinitely confined” under Wis. Stat. § 6.86 (2), causing chaos and confusion,
16and failed to keep current the mailing list established under that subsection; more
17than 215,000 electors thus avoided identification requirements and safeguards that
18the legislature has established.

196. Clerks and the boards of canvassers permitted absentee ballots returned
20without the required witness address under Wis. Stat. § 6.87 (2) to be counted in
21contravention of Wis. Stat. § 6.87 (6d).

227. Clerks who received absentee ballots with improperly completed certificates
23or no certificates filled in missing information in contravention of Wis. Stat. § 6.87
24(9).

18. The Wisconsin Elections Commission, in contravention of Wis. Stat. § 6.875,
2barred special voting deputies from entering qualified nursing homes and assisted
3living facilities, instead mailing ballots to residents directly, thereby avoiding
4safeguards the legislature put in place to protect our most vulnerable citizens and
5loved ones.

69. The clerk of the City of Madison ignored Wis. Stat. § 6.855 and created an
7event named “Democracy in the Park” and, of her own accord, designated alternate
8sites where absentee ballots could be collected; these ballots were counted in
9contravention of Wis. Stat. § 6.87 (6); and

10Whereas, without legitimacy, the government of the people, by the people, and
11for the people shall not stand. Instead, our government will devolve into a system
12of coercion and bribery that seeks to use the guise of elections to hold a degree of
13credibility; and

14Whereas, the people of Wisconsin are demanding that the legislature address
15questions of legitimacy; now, therefore, be it

16Resolved by the assembly, That: the Wisconsin State Assembly recognizes
17that the most important function for a government is to conduct fair and honest
18elections that follow the duly enacted law; and, be it further

19Resolved, That when there are significant portions of the population that
20question the integrity of the elections due to the failure of election officials to follow
21the letter of the law, it is incumbent upon the legislature to address the issues that
22are in question; and, be it further

23Resolved, That the members of the Wisconsin State Assembly place the
24redress to these and other election law violations and failed administrative

D.C. Mayor Readies National Guard to attack Trump supporters practicing 2nd Amendment rights, As crime soars in DC

Members of President Donald Trump’s campaign and grassroots groups from around the country will gather in Washington, DC, on Wednesday for the March to Save America on the White House lawn.

A pre-rally at Freedom Plaza and sister rallies at the Capitol and the Supreme Court are planned for Tuesday — all being staged to send a message to Congress about certifying the electoral vote for the 2020 presidential election, which is also taking place on Wednesday.

The main rally will take place on Wednesday at the Ellipsis at the White House—informally called “the President’s Lawn.” The event is open to the public but many of the seats are reserved. Gates will open at 7 a.m. and attendees will face a Secret Service checkpoint to enter the White House grounds.

A host of high-profile Trump supporters are expected to speak beginning at 9 a.m., including Donald Trump, Jr., Kimberly Guilfoyle, Amy Kremer, Rudy Giuliani, Katrina Pierson, Boris Ephsteyn, Texas Attorney General Ken Paxton, MyPillow CEO Mike Lindell, Diamond and Silk, Georgia State Rep. Vernon Jones, Roger Stone, Benny Johnson, Scott Presler, Bernie Kerik, and Ali Alexander.

Trump is expected to speak at 11:00 a.m.

Despite the rally being backed by the president and some of the millions of Americans who cast their votes for Trump on November 3, D.C. Mayor Muriel Bowser has put the National Guard on standby and warned participants whom she said are “seeking confrontation.”

According to the March to Save America website, the following are sponsors for the event: Stop to Steal, WildProtest.com, Turning Point Action, Rule of Law Defense Fund, Phyllis Schlafly Eagles, Moms for America, Women for America First, Tea Party Patriots, Peaceably Gather, Eighty Percent Coalition, Black Conservatives Fund, and Contribute.

Many of the same speakers and sponsors and an expected crowd of thousands of American citizens are expected to show up on Tuesday for a pre-rally to take place from 1:00 to 8:00 p.m. at Freedom Plaza, located on 14th Street NW and Pennsylvania Avenue NW.

Organizers told Breitbart News that members of the Trump campaign and supporters will begin the all-day event from 1:00 to 2:30 p.m. Pastor Brian Gibson and other faith leaders will take the stage beginning at 2:30 p.m. At 3:30 p.m., members of Stop the Steal and other grassroots groups will take the stage to speak.

Two other events are planned on Tuesday. Moms for America’s Save the Republic rally will take place on the Capitol grounds across from the U.S. Supreme Court, featuring prayer and speakers.

“On Nov. 3rd millions of mothers flooded to the polls to vote for freedom, family, and all we hold dear,” Moms for America founder and president Kimberly Fletcher told Breitbart News. “That is what we are fighting for today.”

With a new year upon us and vaccines continuing to be approved and administered across the country and the world, there is hope that the pandemic could get a lot better in the months to come. However, cases are still surging across the country, a new variant continues to perplex researchers, and vaccines are rolling out at a slower than optimal pace. Here’s everything you need to know this week.

Scientists still don’t understand how the new coronavirus variant spreads

In late 2020, researchers in Great Britain identified a new variant of the novel coronavirus which quickly spread across the country, becoming the dominant strain in the U.K. in just a few months. Based on modeling studies, virologists and other researchers believe the mutation is more infectious than other strains of the novel virus (to date, researchers have identified over 4,000 SARS-CoV-2 mutations). Initial research suggested that the novel strain in Great Britain, dubbed B.1.1.7, could be as much as 70 percent more infectious than previous strains, but now, based on a new modeling study, virologists and public health experts believe it to be about 50 percent more infectious. But even that number is still up for debate.

Researchers studying the new variant still don’t fully understand how it renders itself more infectious. One idea is that the novel strain is better able to infect human cells, while another suggests that it may be better able to replicate itself once in the body—people infected with the new strain seem to have significantly more viral loads in their nose and upper respiratory tracts than those with other more familiar strains.

The biggest concern with this new strain is that it could cause a surge in cases across the globe, as it seems to have in the U.K. and South Africa. Already, the new strain has made its way to the United States, showing up in multiple states including Colorado and Florida. Public health researchers are urging Americans to continue to maintain strict social distancing, mask wearing, and hand washing to avoid another surge in cases brought on by the new strain.

More countries continue to approve AstraZeneca’s COVID-19 vaccine

On December 30th last year, Britain approved AstraZeneca’s new vaccine to prevent infection from the novel coronavirus. In the week between, Argentina followed suit and on Sunday, India approved the new vaccine as well. India also approved a vaccine developed in the country by Bharat Biotech called Covaxin.

The United States has yet to approve AstraZeneca’s new preventative drug and it remains unclear when that could happen. Similar to Pfizer’s and Moderna’s vaccines, AstraZeneca’s requires two doses, however it is not an mRNA vaccine and doesn’t require subarctic storage temperatures.

Scientists are reexamining when they should administer the second doses of vaccines

Both vaccines to prevent COVID-19 approved in the United States right now—made by drug makers Moderna and Pfizer—were tested in clinical trials with two doses, given a month (for Pfizer) and three weeks (Moderna) apart. However, researchers in the United States and in the United Kingdom are now questioning whether they should continue to follow this protocol and if there is any benefit to giving the second dose of the vaccine up to three months after the first. Because one shot of the vaccine does provide some level of protection, some public health researchers are questioning whether distributing one dose of the vaccine to as many people as possible could end or reduce the burden of the pandemic more quickly than giving two doses to fewer people and waiting for drug companies to ramp up production. In Great Britain, officials are already advising that “priority should be to give as many people in at-risk groups their first dose, rather than providing the required two doses in as short a time as possible”, according to a press release from Britain’s Department of Health and Social Care. The release states that everyone would eventually receive a second dose of the vaccine, but it could be up to three months later.

Health officials in the United States however are more wary of this tactic. America’s infectious disease expert, Anthony Fauci told CNN that he “would not be in favor of that” and that likely the U.S. will continue with the current timeline.

Democrats passed a new rules package governing the 117th Congress after a bitter debate with Republicans, who accused the majority of imposing “Soviet-style” changes that will marginalize the minority.

Among the key changes to the rules of the House is one that wipes out the GOP’s only chance to amend legislation on the floor through a century-old procedure known as the motion to recommit.

A second change eliminates the use of pronouns and familial identities, such as mother and father, in House-written rules and replaces them with gender-neutral terms sensitive to all members, “including those who are nonbinary.”

Democrats, who control a slim majority, passed the package after hours of debate with Republicans, who warned that the changes stifle the freedom of speech and undermine millions of voters represented by the GOP, which makes up nearly half of the elected members.

House Minority Leader Kevin McCarthy, a California Republican, accused Democrats of engaging in a “race to wokeness” that ignores an electorate who flipped more than a dozen Democratic seats to the GOP in the November election.

“The political and moral stakes are high, and American people know it,” McCarthy said. “If censorship replaces open debate on this floor, serious deliberation of the most important issues confronting our country will become impossible.”

The vote on the rules package kicked off the new Congress one day after Democrats ensured the reelection of House Speaker Nancy Pelosi to a fourth, nonconsecutive term with the gavel.

The rules changes include many new provisions aimed at empowering the majority and reshaping House procedures to match its agenda.

The package includes language that would allow key Democratic priorities, such as legislation to combat climate change, to pass the House even if it adds to the deficit.

The package would also make it a violation of the rules of the House to spread on government social media accounts knowingly manipulated images such as “deep fakes,” and it prevents retaliation against and the disclosure of whistleblowers.

Democrats also used the rules package to extend a special climate committee and create a new panel dedicated to “economic disparity and fairness in growth.”

They argued it was necessary to change the motion to recommit because Republicans had been using it to undermine Democratic legislation that they would then vote against.

The rules change will change the motion to recommit so that legislation is sent back to the committee level, essentially killing it.

The GOP successfully amended eight bills in the last Congress using the motion to recommit, frustrating Democratic leaders.

“Since this legislative tool has not been used in good faith, it needs to be reformed," said Rep. Mary Gay Scanlon, a Pennsylvania Democrat.

But House Minority Whip Steve Scalise of Louisiana said the changes represent a “Soviet-style” rules package that will stifle debate and disenfranchise the 48% of the electorate who voted for GOP lawmakers to serve in the House.

“We don’t always agree or see eye to eye, but the beauty is we get to have that debate here,” Scalise said. “The rules package is attempting to yank away rights from millions of Americans.”

House Democrats added language that will make permanent a newly created Office of Diversity and Inclusion, which aims to diversify the Capitol workforce.

On Sunday, Rep. Emanuel Cleaver, a Missouri Democrat, kicked off the opening day of Congress with a prayer that he ended with "amen and awoman,” drawing backlash from Republicans.

Republicans said Monday the Democrats have gone too far in an effort to please the liberal base by eliminating the use of mother, father, and other familial and gender-identifying terms.

“In their quest to not offend anyone, they are offending almost all of America,” said Rep. Debbie Lesko, an Arizona Republican.

Democrats said that nothing in the rules prohibits members from identifying themselves as mothers, fathers, or their own gender.

"This is not reality," said House Rules Committee Chairman Jim McGovern, a Massachusetts Democrat.
