Former New Orleans city technology chief Greg Meffert pleaded guilty this afternoon to one count of conspiracy to commit wire fraud and bribery and one count of filing a false income tax return.
Greg Meffert, former Mayor Ray Nagin's technology chief, has pleaded guilty to conspiring to deprive citizens of New Orleans of honest services.

His wife, Linda, has agreed to complete a pretrial diversion program. She will avoid time in prison provided she completes the program satisfactorily, prosecutors said.


As part of his plea, Meffert signed a statement admitting he steered roughly $4 million in no-bid city work to city contractor Mark St. Pierre and accepted more than $860,000 in bribes and kickbacks in return.

A grand jury had charged Meffert, his wife and St. Pierre with conspiracy, bribery and public corruption in a sweeping 63-count federal indictment just over a year ago.

Meffert entered his plea before U.S. District Judge Eldon Fallon.

U.S. Attorney Jim Letten said the federal investigation began with a probe by the city's inspector general.

"It is a new day in New Orleans,'' inspector general Ed Quatrevaux said.

Letten said that Meffert "manipulated the procurement process to funnel millions in city funds to St. Pierre through his companies.

Meffert had "agreed to fully cooperate and provide truthful testimony when called upon.'' Letten said.

Sentencing is scheduled for Feb. 3 and St. Pierre is still scheduled to stand trial on his own on Jan. 24.

For the first count he faces a maximum sentence of five years in prison. For the second count he faces a maximum of three years.

When asked by Falllon if he was pleading guilty because he was in fact guilty of the crime, Meffert said in a barely audible voice: "Yes, sir.''

The false tax return charges involves $65,818.42 of income that Meffert received and did not report to the IRS.

The bribes Meffert acknowleged included a $38,000 check, about $130,000 he charged to St. Pierre's corporate credit card, membersship dues of $7,500, personal expenses of $35,000 and about $647,000 he received from St. Pierre's company NetMethods after Meffert left his city post.

All these "presidential Laws" stipulate certain levels of guidance for FEDERALLY mandated solutions. being involved with Fusion Center Technology as well as first hand experiences with Katrina gave me an unfair advantage on competion. First hand I saw and experienced the complete and total breakdown of the very fiber and fabric of a functional society from a Natural as well as man-made disaster.

My reply is even if you have a head (the federal government) and a body (the state) if you don't have a local ( Municipal/parish/county) Fusion Center than you have no legs, and you are again sufficiently crippled. therefore now the burden has shifted from the Federal domain to the state-local domain, which solves nothing and perpetuates the problems.

Critical Infrastructure:

Critical infrastructures drive all of the necessary functions upon which society depends, yet, for the most part, completely ignores.

Critical infrastructures are the complex and highly interdependent systems, networks, and assets that provide the services essential in our daily life. They are currently organized into the following 17 critical infrastructure and key resource (CI/KR) sectors: Banking and Finance; Chemical; Commercial Facilities; Commercial Nuclear Reactors, Materials, and Waste; Dams; Defense Industrial Base; Drinking Water and Wastewater Treatment Systems; Emergency Services; Energy; Food and Agriculture; Government Facilities; Information Technology; National Monuments and Icons; Postal and Shipping; Public Health and Healthcare; Telecommunications; and Transportation Systems.1 The Energy, Telecommunications, Transportation, and Water Sectors represent just a few of the basic services that we continually rely on day after day, services that enable us to heat or cool our homes, talk to one another over the telephone, travel to work, and even have clean water to drink. With our increasing dependence upon critical infrastructure comes an unavoidable expansion in complexity as these sectors seek to build upon their already stretched capacity to provide new services and products to a growing population.

Given the criticality of the systems, networks, and assets we rely on so greatly, the protection of such infrastructure is essential to not only our well-being, but also our way of life. Critical infrastructure protection, commonly referred to as CIP, is a priority for the Federal government, as well as the private sector and state, local, and tribal governments. With approximately 85 percent of the Nation's critical infrastructure owned by the private sector, and no single, overarching body managing this infrastructure, the task of protecting critical infrastructure is daunting. Critical infrastructures must be protected from all hazards, both natural and man-made disasters and terrorism, whether a cyber-related threat or large-scale physical attack. Hurricanes, earthquakes, fires, and train crashes can impact infrastructure just as much as a premeditated act aimed at disrupting services or harming the populace. Considering this, we must better understand the Nation's infrastructure to ensure its protection.

Not all infrastructures are critical and not all critical infrastructures have the same criticality. To adequately address CIP and determine what is really critical, a step-by-step analytical process must be implemented. This process should be used to determine critical systems, identify vulnerabilities, and focus survivability enhancements on critical areas. Identifying interdependencies and interoperability between systems also helps us to understand what assets are truly critical and need to be protected the most. Following this analysis, steps can be taken to mitigate vulnerabilities amongst critical assets. Guaranteeing critical systems redundancy and diversity is key to ensuring that critical systems survive threats from all hazards. For instance, if two power lines run on the same path for redundancy and one line is damaged, the second line will also face interference. By guaranteeing diversity and spreading power lines out on different paths, the likelihood of both lines going down simultaneously is lessened. Additionally, single-point vulnerabilities should be protected, minimized, or eliminated if possible. Moreover, protection at each critical node should be commensurate with realistic threats. If a single-point vulnerability or critical node of failure is damaged, entire systems, networks, or assets will be affected regardless of other protective measures in place to prevent disruption of services. Finally, alternative systems use, rerouting of capabilities, and functioning under reduced capacities should be considered during any CIP process. While it is impossible to protect all critical infrastructures, using this basic approach allows for the prioritization of assets and resources based on criticality and assists us in better protecting our Nation's CI/KR.

It is with the knowledge gained from analyzing infrastructure and various interdependencies that we can have a greater understanding of the cascading effects caused by damage to a particular asset and protect that asset accordingly. Appreciating that an asset may be more critical than another, due to its affect on other infrastructure and essential services, plays an important role when looking at CIP. If an electric substation is damaged and the electricity goes out, railroad operations are hampered and the flow of area traffic is impacted, causing a decreased movement of commodities and potential complications for emergency services. Thus, that electric substation must be protected not only for the Energy Sector, but also for the safeguarding of other sectors' infrastructure. Similarly, if a major port is closed and transportation from that port ceases, the cascading effects of that closure can disrupt the value chain of commerce, in turn affecting the Nation's economy. For example, the food and agriculture industry across the country may be affected from a lack of incoming supplies necessary for the production of industry goods and also may suffer from a slow in agricultural trade activity. Protecting ports and ensuring that their operations do not cease will help enable other sectors' infrastructure to conduct regular business with less interruption to services. Advances in technology and Supervisory Control and Data Acquisition (SCADA) systems have increased these interdependencies, enhancing sector operations but creating additional vulnerabilities. Such vulnerabilities and gaps in security must be addressed to adequately protect critical infrastructure. Without the protection of CI/KR, our Nation is vulnerable to attack or negative impact from various natural or man-made disasters and may also experience disruption in the deliverance of essential services that support our citizenry.

The systems that support our daily activities and way of life are clearly complex and vulnerable, yet also must be reliable and resilient to continue providing us with the essential services we depend on. Everything from banking to emergency response to government operations depends on normal operation of numerous sectors. As a society, we must continue to explore ways to protect and ensure the reliability of our critical infrastructures. Government agencies, private industries, educational institutions, and citizens all have a vested interest in our critical infrastructures and should strive to have a better understanding of the relationships between sectors, the criticality of assets, and the need for protection of those assets against all hazards.

ok so we now understand critical infrastructure and the threats, the what, why and how. Now we are going to look at .... the WHO and HOW to decrease disruption as much as possible.

New Orleans has not recovered from Katrina and it has been 3 years. unfortunately Galveston will share a similar demise. For Hurricane Gustav most of southern Louisiana lost electricity, and ONLY, ONLY because of first hand experience from our Governor, with the on sight guidance and assistance from the DHS and FEMA was a MAJOR health and social catastrophe avoided.

We could also monitor each and every sexual offender , tracking there whereabouts and of course automatically notifying victims if the perimeter is breached. We could also do the Same thing with any other Restraining order, or persons on Probation and Parole.

On Ethics:

We can best utilize our current technological expertise monitoring and regulating misuse and fraud.

Using digital technology we can track our assets now and during a natural or manmade disaster.

If we can control our assets during a non emergency then we might control them during chaos, but if we do not control our assets now we never will.

We can monitor all of our Cell phones , using Saturn hybrid vehicles we could not only go green but save money and track the vehicles, using controls to shut them down for non use, or to limit their use, and track and monitor fraud waste and misuse.

In the case of speeding it would be as simple as a notice in the mail, nothing new about that.

But in the cases of daily life and the incidence of criminal activity, as soon as a breach is declared in real time of course the proper authorities will be notified immediately imagine having a million recorders all over the state.

In ethics lets use an example of someone using a state provided for vehicle as their primary mode of transport, if they cross jurisdiction, or misuse the vehicle it will be reported/ recorded from the database that stores all the digital information.

Imagine each person in this great and wonderful state, could make phone calls free using "WIFI" technology. no more lost children or children abused and lost, or hidden for years.

No more sex offenders prowling our streets preying on our youth. As we catch and prosecute them , we then set up parameters of safe zones where convicted offenders are not allowed, let us be that society that protects our children from the scourge of the earth.

Imagine a society that when someone steals something they are displayed on signs and monitors in malls or shopping centers as electronic wanted posters, lets humiliate the criminals and have them tracked using digital information visual aids such as cameras using thermo graphic capabilities to see inside buildings when necessary in a hostage or rescue type situation.

Imagine if we could track every bus, truck, car, phone, laptop, and anything else , imagine a Hurricane approaches and Parish president, or OEP director sits at a computer monitor and sees all the buses in St. Bernard, as he waits for the Governor to give an order of evacuation.

He decides to overrule and orders a mass evacuation then he watches as each bus is driven off and routed to safety. And the employees take their individual equipment with them. Imagine a society where we could report our information to our state and they would coordinate the information to over 40 different agencies.

and as each person is processed in they get a name / swipe tag, the bus then has a roster along the route there are monitors that as the vehicles pass it reads the digital signal from their vehicle and coordinates this vital information, actually recording who is on the bus for the ones who do get off where they want to. And when they do their individual evacuation identification will signal sensors at the location as if electronically, but rather digitally tracking you could lock in signals for parents, of youth to trigger other systems. As if components of a package.

We could use this technology to usher in a new age of hunting and fishing. imagine hunting licenses with beacon in them. If there is an emergency they could call the emergency personnel , numbers posted on the license. Then the responders could track them using digital info like gps.

Only criminals would have to be concerned of being tracked because that is how we will set up the system.

The new technology could be phased in in as little as 2 years and we could compoundly decrease criminal incident and begin to treat the source of the problems with the dollars saved being used for drug therapy/ counseling/ rehabilitation, and actual medical benefits for all, a state medical system that would be the envy of most nations.

We could save millions for each parish and reap the harvest of peace in a crime free neighborhood, like our grandparents did and of course when it does occur let it be known we will film you, track you and convict you.

The same for sexual predators and anyone else that strays from their path, those under controlled or supervised probation / parole could also have their movements limited, or tracked for the cause of safety.

Imagine if we then installed chips in stocks of guns and handgrips to track them from offenders, in other words once a person enters into a gun free zone (schools, hospitals, banks,) it would alarm the officials. And this could also be used to track the user in a lost type emergency.

We could also mount cameras and devices in/on critical infrastructure to signal an alarm, or automatic alerts on bridges for a net to be expanded out so they can be apprehended.

On Marketing, how better to market Louisiana and have cameras mounted strategically, then have schools compete and private persons compete to have the view of their camera choice as does other software programs such as weather bug where you can get real time weather answers.

Homeland Security Presidential Directive 7 identified 17 critical infrastructure and key resource sectors that require protective actions to prepare for, or mitigate against, a terrorist attack or other hazards.

SSPs define roles and responsibilities, catalog existing security authorities, institutionalize already existing security partnerships, and establish the strategic objectives required to achieve a level of risk reduction appropriate to each individual sector. Each SPP also establishes a sector-specific risk-reduction consultative network to exchange best practices and facilitate rapid threat-based information sharing among the federal, state, local, tribal and private sectors. Strategic objectives include:

Protecting critical sector assets, systems, networks and functions prior to a terrorist attack or natural disaster;

when we put a system in place that it have emergency capabilities as well as non- emergency capabilities

That we not just become a nation of response, I was taught an ounce of prevention is worth a pound of cure, if we just respond than how are we protecting our nation? So let's become a leader in emergency prevention by utilizing our most precious resource our people our citizens it is this factor that separates us from most other nations.

We can computerize resources during a disaster (safety reasons) and we can also just by it being known that the resource is traceable reduce waste and mismanagement in the federal, state, and local level, as well as use that as a tool to prove who or at least what car was in the driveway or in the neighborhood when a burglary took place.

Add in tracking mechanisms for all valuables like jewelry televisions or whatever a user decides and guess what you just shot crime in the foot. So then we will be on our way as a nation not just to prevent or deter criminal behavior but to find true freedom and liberty.

The uses for the information that would be gathered is endless, insurance companies would lower rates because the items protected would be 100% traceable, they could also use the information if there was a wreck to actually watch what occurred up to 3-10-24 hours before the accident took place the days of police chasing there tails trying to get witnesses-over matter of fact this would be a truly impartial witness for the first time since man walked the earth.

High speed pursuits will become a thing of the past as once anyone starts to flee from the police the red lights could be controlled to stop the flow of traffic for easy apprehension

E-mails show 'whiz' of the Nagin administration was also working to aid former partners

When he became Mayor Ray Nagin's first technology chief, Greg Meffert -- who was hailed as an entrepreneurial wizard -- said he had forsaken lucrative options in the private sector for a selfless mission to modernize the city's broken bureaucracy.
Meffert, arguably the new mayor's boldest hire, blasted the legacy of waste he inherited, vowing a revolution in efficiency and transparency. He installed new computers and phones, offered city services on a redesigned Web site, and launched an intriguing crime-fighting tool: surveillance cameras in violent neighborhoods.
But since Meffert left City Hall in 2006, the luster has come off some of those monuments. None is more tarnished than the crime-camera system, the target of two recent scathing audits and one of the Nagin administration's most nettlesome failures. Not only have the cameras rarely worked, the project has been marred by allegations of favoritism and patronage of the sort Meffert once decried.
A review of Meffert's e-mails from his last year at City Hall casts further doubt on his record. The correspondence shows that he was deeply enmeshed in the business dealings of a group of former associates at the same time he steered multimillion-dollar, no-bid city contracts, including the camera deals, to companies they owned.
Meffert's exact role in the companies remains unclear, but the e-mails show that he often participated in and directed decisions that had nothing to do with the firms' work in New Orleans. And he traveled with company members to drum up business in other cities, including Baton Rouge, Houston and Chicago, using his public position to open doors.
In one case, Meffert pitched crime cameras to Houston's technology chief, claiming they produced "immediate and huge" reductions in New Orleans crime. Meffert then coordinated travel plans to Houston with Mark St. Pierre, who once worked for him in the private sector and went on to head three related firms -- Imagine, NetMethods and Veracent -- that earned money from no-bid city technology work.
In the exchange, St. Pierre asks Meffert: "Do you just want to do a day trip or did you have something else in mind?"
Meffert responded: "Day trip. We can party if we get to next step."
In another exchange, Meffert waxed enthusiastic as one of St. Pierre's employees asked him to set up a "mayor-to-mayor" meeting to pitch Baton Rouge officials on a crime camera deal for NetMethods.
Meffert wrote back: "Totally, and tell me if/when I need to do anything. Mayor will take 10 minutes to do that if you give me enough notice . . . let's get it!"
It's unclear whether the "mayor-to-mayor" meeting occurred -- Nagin has not responded to inquiries on the topic -- but NetMethods ultimately sold Baton Rouge 58 crime cameras.
Suit claims unfair dealing
The e-mails lend credence to allegations made in a civil lawsuit filed by the city's first two crime-camera contractors, Southern Electronics and Active Solutions, that is being monitored by federal law enforcement. The suit, which targets Meffert, St. Pierre, Nagin, and the city, among others, claims that in their capacity as city employees or contractors doing city work, Meffert and his tech-savvy pals filched the blueprint for a wireless crime-camera setup from the two companies.
The suit in part revolves around the relationship between Meffert and St. Pierre.
Sometime after 2002, St. Pierre became the managing partner of Imagine Software, the firm owned by former Meffert employees that ran the mayor's technology office for the first few years of the administration.
In 2005, St. Pierre and his three Imagine partners bought a yacht that Meffert often bragged of owning and was allowed to use. After Hurricane Katrina, a St. Pierre firm also provided an employee, Jimmy Goodson, whose duties included acting as bodyguard and chauffeur to Meffert and captaining the yacht. Taxpayers picked up Goodson's $156,000 annual salary.
St. Pierre also founded NetMethods and Veracent, both of which eventually got city work. NetMethods was a subcontractor to Earthlink on the city's post-Katrina deal to install free wireless Internet access citywide. Veracent was a subcontractor to Dell on a city crime-camera contract.
St. Pierre did not respond to phone or e-mail messages. Meffert's attorney, Randy Smith, did not directly answer questions about his client's business relationship with St. Pierre but said his client will be "vindicated" in the end.
"Greg contributed tremendously to our City during his tenure, " Smith wrote in an e-mail. "I urge you not to be misled by others' agendas -- which merit considerable scrutiny."
Peddling crime cameras
The city's crime cameras -- which so far have cost roughly triple their projected price of $2.6 million -- often simply haven't worked, and haven't caused any measurable drop in crime or rise in convictions. The contracts to install them also have drawn the attention of federal investigators; the city's inspector general sent an early version of his camera investigation to the U.S. attorney's office and has since been in discussions with that office.
Meffert's e-mails shed further light on his involvement in crime cameras, including his efforts to market St. Pierre's wares in other cities. A few months after Katrina, for instance, Meffert wrote to Matt Hyde of Houston's technology office to sympathize about crimes committed in Houston by Katrina-exiled New Orleanians. He then pitched cameras as the solution.
"I wanted to offer any assistance, " he wrote. "Please let me know if this is something you want to pursue and wish you the best regardless."
Hyde wrote back to Meffert suggesting further conversations.
Meffert responded that he "could do a fly in with couple core team members for a day trip if you think it would really help." In a follow-up, he promises: "I will bring the president of the company (St. Pierre) that oversaw the camera implementation with me."
That meeting did occur, according to Hyde, now chief technology officer for Houston's three airports. But he passed on the deal, largely for two reasons: He was unimpressed with their technology, and he wasn't clear who Meffert and his friends -- who all handed him City of New Orleans business cards -- were representing.
"I didn't know who I was dealing with. It didn't pass the smell test, " Hyde said in an interview. "The thing that was in the back of my mind was, 'Am I dealing with a public employee or a private contractor?' "
Directing the business
Meffert's e-mail correspondence suggests he was more than just an interested observer in St. Pierre's business ventures.
In one exchange, Scott Domke, one of the Imagine partners, offers Meffert a menu of options on a matter that appears to be internal to NetMethods.
Domke asks Meffert to "take a look at these templates I can use to build out the NetMethods site."
He lists two links for Meffert to check out. Of the second one, he notes that "Mark (St. Pierre) likes this." He concludes: "I have plenty more if you don't see one you like."
Meffert writes back right away: "Let's go with Mark's."
The discussion ends there.
Another e-mail shows Meffert paying unusual attention to his friends' profits in a deal not involving the city of New Orleans.
In the exchange, Meffert and Chris Drake, a St. Pierre employee, are hatching a plan to sell cameras to the Crescent City Connection. The bridge is a subset of the state.
"Not our usual system, but if it wins us points we will do it and take a loss on labor side, " Drake wrote in one e-mail as he prepared a presentation.
"Sounds good. No need to lose money though, " Meffert writes back.
In a telephone interview, Drake said he worked for St. Pierre at the time and was not aware of any business partnership between Meffert and his boss. However, he said, if such a partnership existed, he probably would not have known.
He said he was familiar with Meffert's efforts to push St. Pierre's business products elsewhere. But he attributed them not to any possibility of financial gain on Meffert's part but to a desire to make New Orleans -- and himself -- look good by having other cities follow its lead in technology.
The dream of free wi-fi
Meffert's associates also sought to enter the municipal wireless Internet business, gaining a foothold in New Orleans, where Meffert controlled the deals. After Hurricane Katrina disrupted communications, the City Hall technology team had gained positive attention for installing a small, free, wi-fi "cloud" in downtown New Orleans.
Meffert talked grandly at the time of rebuilding a high-tech New Orleans and eliminating the "digital divide" between rich and poor.
He commenced talks with various technology giants, his e-mails show, among them Google, Microsoft and Yahoo. The deal wouldn't cost the city anything but Meffert got to pick the company that would win a franchise agreement. The company that got the contract would offer free wi-fi with limited bandwidth, in hopes of one day enticing new customers to pay for faster access.
The correspondence shows Yahoo and Google, in particular, gave serious consideration to the deal. In each case, NetMethods was to be a partner in the job.
"Basically only main difference is Yahoo wants NetMethods running the show, Google wants to give it to a WFI or Motorola and let them sub some piece of it to NM (NetMethods). Pluses and minuses both ways, " Drake wrote to Meffert and St. Pierre in one case.
In the end, both Yahoo and Google walked away, for reasons that are unclear.
Into the breach came EarthLink. In May 2006, Meffert selected the company, which announced it would expand the city's tiny network to 20 square miles.
NetMethods stayed in the deal. According to EarthLink spokeswoman Deisha Galberth, St. Pierre's company served as a subcontractor to Motorola, the primary installer. Galberth declined to say how much money NetMethods made, as did Motorola spokeswoman Kathi Haas. EarthLink initially said it would spend about $15 million overall to build the network.
The network, like many similar ones around the country, was unprofitable and Earthlink shut it down last year.
Aboard the Silicon Bayou
Along with elucidating the business ties between Meffert and his technology pals, the electronic correspondence sheds light on the intrigue surrounding ownership of the Silicon Bayou, the yacht members of the group purchased a few months before Katrina.
Meffert bragged in person to numerous colleagues, including the mayor, that the boat -- valued at nearly $300,000 -- was his. He did so in e-mails as well.
Records at the time showed that, on paper, the boat was actually owned by the four partners in Imagine. The state's ethics code prohibits public officials from taking "things of value" from contractors they oversee.
The correspondence makes clear that Meffert had free use of the boat; he often invited friends on cruises. In another e-mail, he notes that he has "had the decorators doing up the boat . . . should be pretty killer by this weekend. No more crappy porch furniture!"
In other exchanges, Meffert unabashedly claims ownership.
"Did your offer for the boat go through? It would be a great stress relief for you, " reads one e-mail from Zella May, a consultant who helps businesses deal with government.
"Yes dear it did. It's mine baby!" Meffert replies.

I had arranged for the city of new Orleans to receive a 4 million dollar gift of the Wifi system from Earthlink and then I would manage it.


I was contacted by Anthony Jones chief intelligence Officer of the New Orleans Mayor's Office of Technology, on may 20, 2008 to inform me he would refer us, Disaster Housing Solutions, to employ our unique system Vernetia Vision, and we would manage the wifi system.


After traveling to Atlanta, Ga. to line up investor, I then called Trey Huffman With Earthlink and was notified that they had already dismantled the system in New Orleans.


I am calling, asking , Begging, for a Federal investigation, due to numerous individuals being slaughtered in the streets of New Orleans, there being no apparent municipal fusion center, and as a matter of national security if there were another Natural Disaster, The United States could be invaded and possibly it could take 4-5 days before the us could Mobilize and get in, like it did for Katrina, don't think the terrorists don't know that too. That is exactly why, New Orleans is #1 on the terrorism Vulnerability chart. an if we experienced an attack while a natural disaster were occurring, need I say more? if we did and they used Planes, and 18 Wheelers they could shut down air and land then they could be on a ship in or around baton rouge and strike a refinery dock .. then what?I am stating that Mr. Nagin and Mr. Jones are both guilty of Misfeasance, Malfeasance, Misrepresentation, misuse of funds, and guilty of crimes

Critical Infrastructure:Critical infrastructures drive all of the necessary functions upon which society depends, yet, for the most part, completely ignores. Critical infrastructures are the complex and highly interdependent systems, networks, and assets that provide the services essential in our daily life. They are currently organized into the following 17 critical infrastructure and key resource (CI/KR) sectors: Banking and Finance; Chemical; Commercial Facilities; Commercial Nuclear Reactors, Materials, and Waste; Dams; Defense Industrial Base; Drinking Water and Wastewater Treatment Systems; Emergency Services; Energy; Food and Agriculture; Government Facilities; Information Technology; National Monuments and Icons; Postal and Shipping; Public Health and Healthcare; Telecommunications; and Transportation Systems.1 The Energy, Telecommunications, Transportation, and Water Sectors represent just a few of the basic services that we continually rely on day after day, services that enable us to heat or cool our homes, talk to one another over the telephone, travel to work, and even have clean water to drink. With our increasing dependence upon critical infrastructure comes an unavoidable expansion in complexity as these sectors seek to build upon their already stretched capacity to provide new services and products to a growing population. Given the criticality of the systems, networks, and assets we rely on so greatly, the protection of such infrastructure is essential to not only our well-being, but also our way of life. Critical infrastructure protection, commonly referred to as CIP, is a priority for the Federal government, as well as the private sector and state, local, and tribal governments. With approximately 85 percent of the Nation's critical infrastructure owned by the private sector, and no single, overarching body managing this infrastructure, the task of protecting critical infrastructure is daunting. Critical infrastructures must be protected from all hazards, both natural and man-made disasters and terrorism, whether a cyber-related threat or large-scale physical attack. Hurricanes, earthquakes, fires, and train crashes can impact infrastructure just as much as a premeditated act aimed at disrupting services or harming the populace. Considering this, we must better understand the Nation's infrastructure to ensure its protection.Not all infrastructures are critical and not all critical infrastructures have the same criticality. To adequately address CIP and determine what is really critical, a step-by-step analytical process must be implemented. This process should be used to determine critical systems, identify vulnerabilities, and focus survivability enhancements on critical areas. Identifying interdependencies and interoperabilities between systems also helps us to understand what assets are truly critical and need to be protected the most. Following this analysis, steps can be taken to mitigate vulnerabilities amongst critical assets. Guaranteeing critical systems redundancy and diversity is key to ensuring that critical systems survive threats from all hazards. For instance, if two power lines run on the same path for redundancy and one line is damaged, the second line will also face interference. By guaranteeing diversity and spreading power lines out on different paths, the likelihood of both lines going down simultaneously is lessened. Additionally, single-point vulnerabilities should be protected, minimized, or eliminated if possible. Moreover, protection at each critical node should be commensurate with realistic threats. If a single-point vulnerability or critical node of failure is damaged, entire systems, networks, or assets will be affected regardless of other protective measures in place to prevent disruption of services. Finally, alternative systems use, rerouting of capabilities, and functioning under reduced capacities should be considered during any CIP process. While it is impossible to protect all critical infrastructures, using this basic approach allows for the prioritization of assets and resources based on criticality and assists us in better protecting our Nation's CI/KR. It is with the knowledge gained from analyzing infrastructure and various interdependencies that we can have a greater understanding of the cascading effects caused by damage to a particular asset and protect that asset accordingly. Appreciating that an asset may be more critical than another, due to its affect on other infrastructure and essential services, plays an important role when looking at CIP. If an electric substation is damaged and the electricity goes out, railroad operations are hampered and the flow of area traffic is impacted, causing a decreased movement of commodities and potential complications for emergency services. Thus, that electric substation must be protected not only for the Energy Sector, but also for the safeguarding of other sectors' infrastructure. Similarly, if a major port is closed and transportation from that port ceases, the cascading effects of that closure can disrupt the value chain of commerce, in turn affecting the Nation's economy. For example, the food and agriculture industry across the country may be affected from a lack of incoming supplies necessary for the production of industry goods and also may suffer from a slow in agricultural trade activity. Protecting ports and ensuring that their operations do not cease will help enable other sectors' infrastructure to conduct regular business with less interruption to services. Advances in technology and Supervisory Control and Data Acquisition (SCADA) systems have increased these interdependencies, enhancing sector operations but creating additional vulnerabilities. Such vulnerabilities and gaps in security must be addressed to adequately protect critical infrastructure. Without the protection of CI/KR, our Nation is vulnerable to attack or negative impact from various natural or man-made disasters and may also experience disruption in the deliverance of essential services that support our citizenry.The systems that support our daily activities and way of life are clearly complex and vulnerable, yet also must be reliable and resilient to continue providing us with the essential services we depend on. Everything from banking to emergency response to government operations depends on normal operation of numerous sectors. As a society, we must continue to explore ways to protect and ensure the reliability of our critical infrastructures. Government agencies, private industries, educational institutions, and citizens all have a vested interest in our critical infrastructures and should strive to have a better understanding of the relationships between sectors, the criticality of assets, and the need for protection of those assets against all hazards.

Imagine a society where we could report our information to our state and they would coordinate the information to over 40 different agencies.and as each person is processed in they get a name / swipe tag, the bus then has a roster along the route there are monitors that as the vehicles pass it reads the digital signal from their vehicle and coordinates this vital information, actually recording who is on the bus for the ones who do get off where they want to. And when they do their individual evacuation identification will signal sensors at the location as if electronically, but rather digitally tracking you could lock in signals for parents, of youth to trigger other systems. As if components of a package.We could use this technology to usher in a new age of hunting and fishing. imagine hunting licenses with beacon in them. If there is an emergency they could call the emergency personnel , numbers posted on the license. Imagine if we then installed chips in stocks of guns and handgrips to track them from offenders, in other words once a person enters into a gun free zone (schools, hospitals, banks,) it would alarm the officials. Juan Gaspard:FEMA Courses IS100, IS200, IS700, IS800 (FEMA upper level crisis management Team Leader)Juan played a key and pivotal role in the success of Fluor Government Group after Hurricane Katrina. Juan invented and designed three different computer information technology solutions for Fluor Government Group, including the automated Package Process. His efforts helped streamline the flow of data gathering and dissemination of information in a more timely basis, Juan was also in charge of receiving government assets, and distribution of those assets while managing a staff of twenty five. Juan was also a member of the St. Bernard Parish O.E.P. for 8 years.Juan was also night superintendent for Fluor Government Group for Six Flags Staging area and maintained 30 million dollars of government assets without a loss. Juan has been involved over the past 3 years in designing solutions for DHS/HSARPA (Homeland Security Advanced Research Projects Agency). Of course as we all know wherever this one goes follows extreme destruction, apparently Ike is going to be the talk of the year. If, If Ike should happen to hit the upper Texas coast/ mid western gulf coast around Freeport we will have 60% of the Oil production for the Nation at a standstill for a time frame that may be weeks/ months.
This System should NOT be dealt with on a normal basis, evacuations should start in the projected area of Landfall (cone of uncertainty), at least at the 120 hour mark starting with special needs residents. Due to the size and intensity I recommend having the Navy and coast Guard be put on standby. there are unique characteristics for a Texas Landfall that differ GREATLY from a "New Orleans Landfall. The biggest Difference is that Texas basically has no Levee system. that will be evident in the retreat of the storm Surge.
When the surge comes in , it will be HIGHLY INADVISABLE to send any type of SURFACE rescuers / first Responders in , as the Landfall will occur sometime between the 13th and the 15th, posing an even greater risk because of the "FULL MOON" or SPRING tide which is the greater, or highest tide of the Lunar cycle. so if you then add in water slosh (where the water is pushed into a pocket(Clear Creek, Galveston Bay), as well as the Storm surge we can sadly anticipate record breaking levels of water to be shoved inland as if "up a ramp". when the storm the passes inland. the Gulf will drop as well as the tide and the Storm Surge will rush out with such ferocity, that it will carry cars into houses, train cars will commit great damage to chemical plants causing a chemical soup. ships in harbor will be found in neighborhoods, The debris from the houses will create a slurry along the lines of liquefaction (like the Tsunami ). the Debris field for Texas will be along the Lines seen in Gulfport, Pascagoula, Biloxi Ms., in other words sheer and utter Destruction.
Unfortunately this will PROHIBIT any "SURFACE" rescue attempts, due to the fact that victims and rescuers WILL be washed out to the Gulf , that is why we will need the Navy and USCG to tail the storm for recovery of bodies. so it is of utmost importance that full and complete evacuation of potential areas of landfall be carried out12-24 hours before Landfall.
Of course there are going to be other factors unique to the Houston area, one is Geography as well as the drainage system which when reversed will allow for massive flooding many miles inland. Houston also has another problem which is evacuation routes could become impassable before Ike makes landfall if their is rain in the near forecast, Further complicating other Logistics.
One more keynote is according to history the last MAJOR storm to strike Galveston, was in 1900, 108 years ago which according to "traditional" factors puts Galveston 8 years plus for a 100 year storm.
I disagree with the intensity models and project a Major category 5(+) storm ( a MEGACANE), a storm of unprecedented size, strength and intensity.
Lastly we are dealing with weather which changes hourly so ....I could be wrong, but once we get a better view of the projected forecast, within the next 48-72 hours we will be able to better "PINPOINT" Landfall.But then that leaves a window of opportunity which is unacceptable for the entire evacuation of the greater Houston area, as well as to safely "bring down" all of the Petro-chemical facilities..
Any and all information that can be copied and stored online needs to be, such as school records, vital Records all city files as well as medical files, etc.
I recommend zero hour to be 2400 of the 13 which means 24 hours away is midnight on the 12th if that is the case then 120 hours is2400/midnight of the 8th, 12 hours from now, so we are at hour =132 and counting. Again the Projected area of Landfall needs to evacuated except for essential personnel at +24 hours, midnight on the 12th
Again let me stress things could change drastically, it could turn (unlikely), it could slow down, speed up......but my best advice is to start getting every train car out of the projected Landfall cone of uncertainty as well as any and all ships/ barges etc, start evacuation of special needs residents and then coastal communities etc.
another bit of advice is get every U-haul type vehicle available to the region as fast as possible so that the low lying communities can pack up which will take 1-2 days so if evacuation is ordered on the 9th that means the 11th before they get out leaving a 48 hour window of opportunity, for travel to a safe place. and it must be stressed wherever this system makes landfall will be uninhabitable for months, other than "tent cities"
Freeport north needs to evacuate north, below Freeport needs to head west / southwest.
